== Background ==&lt;br /&gt;
Poа̀s-Dtẽccuy is among the most materially rich provinces of Deysachin, and has been a prized mining area for upwards of two thousand years. Despite this, the average worker&amp;#039;s salery has been historically low, far lower than that of any neighboring region. This discrepancy is due to a combination of factors, such as the mining industry (which occupies more than half of the provincial economy) being heavily government-run, the provincial government being historically [[Deysachni Political Conservatism|conservative]] and failing to adapt to economic change, and the mining workforce consisting in part of immigrants willing to work for consistant low wages.&lt;br /&gt;

While this state of affairs was below the overall Deysachni standard, it remained an accepted status quo up to and well past the time of the [[Grand Calming]]. As Deysachin slowly opened up to the international stage, however, the demand for the resources mined from Poа̀s-Dtẽccuy rose dramatically, while the worker&amp;#039;s wages and conditions remained constant. Reports remain unclear, but it is evident that the miners were being put to work harder and longer by their superiors, though [[Modhes Temple]] has contested the charicterization of this as willful negligence, instead chalking the issue up to a failure of communication between the industrial-minded high administration and pre-industrial low administration.&lt;br /&gt;

In 45 PC, new economic plans were distributed throughout Modhes Temple, to curb the rampent overspending that occured in the wake of the [[Miracle of the Freeze]]. Central to these plans was a decrease to allocated provincial budgets. While most provinces met this by increasing tax standards, in Poа̀s-Dtẽccuy it was instead decided to cut government pay, which included mine workers. The reasons for this decision are unclear, with [[High Priest]] [[Pauyc a&amp;#039;Qev Lymipwe]] famously failing to explain the methodology after the fact.&lt;br /&gt;
