The Kiyr Committee was formed alongside the [[Frish Azz'marin]] in 1798 TT, the [[Eutan Azz'marin]] did not have a Kiyr Committee, instead using mass voting to decide on things. <br />

The committee is made up of 5 delegates, each selected by a voting body of all [[Ardey]], [[Ledeys]] and [[Cuspmen]] on Utlia. The 5 delegates come from each [[Provinces of Utlia|Utlian province]] except [[Direnomut]]. <br />
