			The [[city-province]]'s local governance rests in the dual government of the Council of Salino, which holds the legislative power over the province, and the provincial [[Advisor]], who both enforces passed laws or vetoes their passage. This provides a reversal of roles as compared to the national government of [[La Rossa]], with the city following a [[Democracy\|parliamentary democratic]] system as opposed to an Advisory system. Showing similarities to the local system of [[Padeno]], the reversal in roles exists as a result of the adoption of the council legislature prior to the establishment of the [[Advisory Council]] in [[106 TT]], when each city-province was alloted a single Advisor to represent it on the national level. The local systems would later be amended to allow for the Advisor to hold a level of local power, integrating them into the system. Other city-provinces, without such prior councils, tend to either have forms of absolute governance by their Advisors, or similar Advisory systems as present on the national stage.

			The city of Salino is located on the south coast of the island of La Rossa, and is characterized by hilly and mountainous terrain spanning deep into the [[Montesuvian mountain range]]. Bordering the [[Buglio\|Buglian plains]] to the east, the city-provincial borders have been defined by the conquests of the mountain range during the [[Montesuvian Silver Rush]], and largely span the once silver-abundant mountains of the island. Despite the silver's depletion, the mountains remain somewhat rich in minerals, such as [[salt]], although salt nowadays tends to be collected from the sea, rather than the earth. The major cities, notably Salino and Travese, span the coastline. Although there is little useful and arable land in the province, vegetables and grains has for centuries been imported from Buglio. The coastal cities have also been known for their fishing and fish farming industries.
