The island of Seaitean [sea - tan] is located along the southeast of Attu. The large island, approximately 381,725 square kilometers, is home to two distinct peoples; the Gargans and the Sularians. Both peoples manage independently of one another, but they exist in peace and harmony. The Gargans live in the western mountains, where they focus on scientific and technological advancement, while the Sularians build cities and fish along the northwest coast. The rest of Seaitean is mostly unexplored, save for a few outposts. The island is teeming with untouched wilderness, including exciting flora and fauna not seen on the other islands of Attu.
Seaitean is located in the southeast. It is roughly 381,725 square kilometers, including the several smaller islands that surround the coast on both the south-western and north-eastern sides of the mainland. The Noc Mountain range runs west to east, with a large amount of foothills on the eastern side. These foothills lead into large Seaiti flatlands that contain forests, plains, and barrens that cover most of the eastern side of the island. The western terminus, located in the north-western corner, for the mountains is mostly a series of large cliff faces. The Bay of Edges is located in the south-western corner.

History of Seaitean
| ~50,000 TT | “The Shard” is cleaved from a deposit of subterrain crystals due to a seismic shift, allegedly creating the conditions for the first Gargans to develop |
| ~12,000 TT | Gargans begin to form smaller communities throughout Seaitean’s cave networks |
| ~10,000 TT | Gar, the first Gargan leader (“Stone King”), is created |
| ~8,000 TT | Noctop, the first city of the Gargans, is established in the Noc Mountain Range |
| 7,982 TT | Elder Nier develops the first widely adapted system of writing and record-keeping |
| 7,940 TT | “The Followers of the Quake” establish their own theories on the formations of Gargan life, breaking away from the generally held beliefs of Gargans (“Teachings of the Pebble,” or “pebbleism”) |
| 7,769 TT | “First Era of Progress” begins, lasting 2,421 years |
| 5,348 TT | “The Shattering” occurs, resulting in a mass migration of Gargans moving deeper into Seaitean’s cave networks and fully abandoning Noctop |
| ~3,000 TT | The First Sularians emerge from the central jungles and form their first communities along the northern coast |
| ~2,500 TT | Sul, the first real city of the Sularians, is established on the northern coast |

| 762 TT | The Gargan-Sularian Concord is established |
| 402 TT | The Great Passageway is cut through the Noc Mountain Range by the Gargans, offering easier and safer travel to the southwestern coats of Seaitean |
| 378 TT | T’arvare, the second largest Sularian city, is established in the Bay of Edges |
| 289 TT | “Second Era of Progress” begins |
| 30 PC | Crystal-powered ships are finally able to travel further from Seaitean due to a calming of the storms that had blocked distant traveling |
| 38 PC | A Sularian ship’s crew spots potentially non-Seaitean life while on an exploration of the surrounding seas. |
| 39 PC | “Seait High Council” is formed in response to discovery of non-Seaitean life, establishing a unifying form of government to encapsulate both Gargan and Sularian cities, peoples, and cultures |
| 42 PC | After further exploration and observation, the Seait High Council decides to take an isolationist approach for now, resulting in the pulling in exploration ships, dismantling of forward outposts, and masking traces of Seaiteans |

Cities
Noctop is the capitol of Seaitean and is located in the central area of the Noc Mountain Range. Located both partially underground and along the surface of the Noc Mountain Range, the city consists of large networks of caves as well as stone structures aboveground. The lower portions of the city serve as a hub for crystal research and engineering, and both crystals and magma are harvested throughout the district. The city has a mixed population of both Gargans and Sularians, and the island's government operates from the upper district.
T'arvare is the largest Sularian city in Seaitean and is located at the northern shore of the Bay of Edges. The city consists of several smaller settlements built on the shore and into the bay along support structures. The city serves as a large marketplace for fish caught both in the bay and the surrounding ocean. The city is populated by mostly Sularians, but it does have a large amount of Gargans who have adopted a more "surface" and "organic" way of life.
Government
Seaitean as a nation is governed by a dual executive system consisting of two elected prime ministers, one Gargan and one Sularian. They oversee and are advised by a council of representatives from both peoples, known as the Seait High Council (established in 9 PC). The council, known as the Seait Parliamentary, is made up of elected Gargans and Sularians, with the amount of positions for each people dependent on their respective populations. The Gargan prime minster serves 10 year terms, while the Sularian prime minster serves 4 year terms. Seait Parliamentary members serve 2 year terms. Cities such as Noctop and T'arvare are managed by local municipal governments.
Before the creation of the Seait High Council in 39 PC, both peoples ruled over themselves independent of one another. However, it was not uncommon for a Gargan to hold an office of executive power in a Sularian municipal government, or vice-versa.
Seaitean policy is largely guided by both the Gargan-Sularian Concord (762 TT) and the Seaitean Promises (9 PC), which outline basic rights afforded to the island's people.
