History
Harakar's 6th Dictate was issued on 22-2 1 PC, in the aftermath of the Grand Calming. The dictate defined a foreign zone as an area in Akaria where those not from Akaria were permitted to trade, buy property and visit and forbaded them from going elsewhere in Akaria. The dictate established two foreign zones, one around Manser and one around Oksken.
