One Sane Man

One Sane Man is the shadow government of the Isles of Joy, which serves to keep the isles running stable despite their chaotic Joyist ideology. It opperates on the Blue Isle, and is populated by non-joyous individuals.

History

In 1681 TT, Jubilator Obteus Chrai Pul decreed that children found to be incapable of Joy were to be exiled to the ocean, a practice which would be continued up into the modern day. While many of the children died, others ended up on the Blue Isle, which was either uninhabited or sparcely inhabited. The joyless individuals, later named the Gloommen, began a civilization, based around meritocratic bureucracy. If there were natives on the island, they quickly were assimilated into the new culture.

The records of One Sane Man are highly secretive, as are most aspects of the civilization, but it is theorized they began to meddle in the events of The Isles in the 8th century TT, following the collapse of the Xifanguan Empire, and have been involved in keeping the region stable ever since.

Organization

One Sane Man, contrary to the name, is ruled by a series of committees and councils, all of whom interact with and answer to one another in a complex, little understood manner. It is presumed that there is a large swath of the populace uninvolved in the governent, but nothing is known about them.

Activities

One Sane Man does whatever neccisary to allow for the governing systems of the Isles of Joy to continue functioning. Largely, this consists of handling the middle-managerial work that Joyists find uninteresting. One Sane Man is said to have secret agents, who opperate throughout the isles ensuring proper state function unnoticed, though some have said the agents are not in fact very secret, as Joyists simply do not notice uninteresting "background character" esque people.
