"Oht ain vnvi ni" was a nonsensical message transmitted by T'vaqi Grand Magister Vam Qimini over signal puncher in 213 TT. Qimini routed the message to the Grand Council Hall as an official bill proposal; Qimini's brother, also Grand Magister at the time, voted to approve the bill, thus making "Oht ain vnvi ni" official T'vaqi law.

"Oht ain vnvi ni" taken at face value is meaningless in the T'vaqi language. Many at the time believed the message to have been an extensive abbreviation, shortened due to a lack of available signal paper; a leading presumption was that "vnvi ni" was short for "vonovi q'niqo", a phrase meaning court of law. Still, none could decipher the exact intent or meaning of the message, and neither Qimini nor his brother clarified the bill when questioned.
