Circo Fuolo Locatulum, known also as Circo, was the Face of State for The Isles of Joy at the time that it made contact with the outside world.

History
The Isles of Joy made contact with the outside world on 14-5 20 PC, during which Circo made a grand entrance, on the wrong radio channel. Soon after however he realized his error, and joined the IgRS for real. He would continue to opperate as the official voice of the Isles for the following six years, at the end of which Joy silently left the radio without reason given.
