The Upper Cabinet is the head of the Republic of Utlia, the cabinet consists of the President of Utlia, the LT. Pres of Utlia and their advisors. The Upper Cabinet is the highest level of Utlian Government.
Operations
All Lower Cabinet bills are sent to be approved by the Upper Cabinet, unless the LC votes unanimously, then the bill doesn't need approval by the UC.
