== Background ==
On 14-7 16 PC an ecological survey reported 400% more [[Red spine eater|red spine eaters]] than usual, which posed a major agricultural threat to Akaria. On 23-11 Living King [[Harakar Oken]] attempted to deal with the threat by issueing his [[Harakar's 13th Dictate|13th Dictate]] which removed all hunting restrictions on the red spine eater and put a bounty of 5 grams of [[copper]] on each red spine eater. This caused people across Akaria to establish red spine eater breeding facilities to capitalise on the bounty.

Artak's 1st Dictate nullified Harakar's 13th Dictate and ordered all properties with red spine eater breeding facilities to be put under the control of the [[Kakay]].
