Artak's 1st Dictate was a living dictate issued on 16-1 20 PC by Living King Artak Arkara that nullified Harakar's 13th Dictate and ordered the transfer of all properties with red spine eater breeding facilities in Akaria to the Kakay.
Background
On 14-7 16 PC an ecological survey reported 400% more red spine eaters than usual, which posed a major agricultural threat to Akaria. On 23-11 Living King Harakar Oken attempted to deal with the threat by issueing his 13th Dictate which removed all hunting restrictions on the red spine eater and put a bounty of 5 grams of copper on each red spine eater. This caused people across Akaria to establish red spine eater breeding facilities to capitalise on the bounty.
