Following the [[Grand Calming]], the [[Kingdom of Akaria]] was thrown into a state of panic. On 24-1 1 PC, Harakar Oken met with the [[Council of Akaria]] to discuss the new situation the country was in and to come up with solutions. At the meeting, Harakar argued that Akaria would once again need to establish relations with other countries and proposed Harakar's 1st Dictate, which would give the Living King the power to establish treaties with other nations. The council agreed with Harakar's proposal and the dictate was issued. It was the first of four dictates issued that day. |

Harakar's 6th Dictate was a living dictate issued on 22-2 1 PC by Living King Harakar Oken which established foreign zones.
Background
On 18-2 1 PC Harakar helped establish the Inter-governmental Radio System. With this in place, people from outside Akaria were soon to arrive at Akaria. Harakar issued his 6th Dictate on 22-2 1 PC to try to regulate this via creating foreign zones to dictate where the foreigners were allowed to be in Akaria.
