The Federative Republic of Okrit is the official, internationally recognised government that holds political control over majority of the islands within Okrit. The Federative republic was officialized in 24PC, as a restructuring of the primarily de facto government Aakar Orit, founded in 9PC.

History

Prior to 24PC, Okrit had an entirely informal structure of governance. Until 9PC, the islands consisted of a variety of autonomous entities, which only came under the claim of a unified rule under the merchant Aakar Orit after having secured contact with the Eastern Attu nations. Over time, Orit would gain complete control over the influential city of Nakrama through the economic gains of trading with the eastern nations, and would fortify his gains through military force, providing arms and funding to his personal guard, which was expanded, and by hiring mercenary groups. This consistently increasing level of power and influence would spread across the Omolai to the other City States and towards in-land regions, positions of power that he affirmed through affirmed bribery, blackmail, threats and military force.

With the outbreak of Purple Fever from 10 - 11 PC, Orit was within an even more advantageous position through his acquisition of modern medical supplies from Utlia, and arms from Akaria. Orit's access to medicine became an extremely heavy bargaining point, with submission to his regime being the only given option and military opposition becoming more unfeasible due to Orit's arms superiority and the devastated populations of communities who would oppose it. By 12 the entirety of Waaq and the majority of Onomat had been secured under Orit's control. The hierarchy was entirely informal, with no official structure for government management, no political offices and no standard of conduct between Orit's authority and subsidiary policies. This meant that full-fledged states like Masrit and small disparate rural villages were all managed at the same level.

On 8-3 24 PC Aakar Orit called for a sudden restructuring of government after reportedly seeing visions of his own death. The restructuring of government would precede Orit's resignation from the presidency, allowing for the democratic election of his successor. The restructuring program would also serve to form as the basis on planning a national industrialization program, a larger part of the modernization of Okrit. The period of reformation would last 5 years until the first election of the dakma on 1-5 29PC. During the transitionary period, former officials would assume the newly created roles, and a large amount of the prior establishment had carried over into the newly elected dakma, which consisted of 27 out of the 30 seats due to lackluster infrastructure in 3 highland provinces. The first presidential election began on 10-9 30 PC, with the eventual election of Aakar Byenama in 31 PC

Structure

Okrit is federal republic consisting of 30 semi-autonomous provinces with 5 'special provinces', which are granted certain privileges as well as extra autonomy. Each province is lead by a governor, with all 30 governors making up a parliament known as the Dakma. The Dakma is presided over by a chairman, the president, and a 15 seat advisory board, that partially consists of Dakma members.

The Dakma

The Dakma constitutes the 30 seat federal parliament that governs matters of national relevance, such as passing and proposing bills, discussing relevant issues and enacting policy. Each of the 30 seats on the Dakma belongs to a governor of their respective province. Each of these members have the right to vote on and propose bills to the Dakma for evaluation by the president. The Dakma is presided over by a chairman, who maintains order, initiates votes, and acts as the representative of the president on the Dakma whilst acting as a direct conduit between the dakma and the president, presenting all of the proposals and discussions of the dakma to the president. The chairman is personally selected by the president from the regular seats of the dakma, wherein his seat is replaced by his designated successor.

Each member of the Dakma is allowed to present a proposal to the parliament, guaranteed they have the support of 3 other members of the dakma. Said governor will personally present their proposal to the Dakma, whom will then discuss it and vote to either ignore it, pass it on to the president, or withhold for further discussion. The proposals, notes on their discussion and the outcome of their evaluation are presented by the chairman for evaluation, wherein it will either be vetoed, approved, or sent back for further elaboration.

This process is followed for all legislature that impacts the entire nation, all 30 provinces. A bill must pass through the Dakma before reaching the president - although the president reserves the right to guarantee or veto proposals. Alongside this, the president holds several powers over the dakma. At his own whim or at the Dakma's request, the President is allowed to expel a governor from the Dakma, resulting in the termination of their governance and replacement. The president is also afforded the ability preside over the dakma personally and to make his decisions there.

The Dakma convenes for general discussion twice every month, but can also convene in times of emergency andunder the decision of the President. The members of the Dakma reserve the right to call for a presidential election which needs to achieve the approval of the majority and the approval of the chairman before reaching the public as a poll. Once it has passed polling through public majority this stage, individuals of the Dakma may campaign to become president should they have the support of at least one third of the Dakma, allowing for up to three presidential candidates each election. The assumption of the presidency results in the abdication of their respective provincial seat, which is replaced by the designated member of their provincial cabinets. These policies are applied to all provinces by default, sans the special provinces, which are afforded certain privileges.

Provincial structure

All 25 of the regular provinces are required to follow the same electoral procedure and maintain the same structure. Each province is split into municipalities, whom select a representative via ballot to reside on the provincial cabinet. The cabinet governs the affairs of that particular province, and are required to designate members the roles of governor, chair, secretary and treasurer. They preside over provincial administration and make the ultimate decisions on provincial affairs. National provincial elections all occur at once on a given date at the decision of the dakma, however individual municipalities can petition for the respective representative on the cabinet to be replaced, and the governor may replace members of his cabinet with the permission of the dakma, it's chairman or the president. The decision amongst the cabinet of who becomes governor is approved via public ballot, wherein the governor is allowed to shuffle the positions of the cabinet within the first month of their election.. Decisions effecting specific municipalities must be presented to the cabinet by their respective representative and must pass the majority approval of the cabinet and governor to be passed, with similar processes following for minor province wide issues. Each provinces autonomy is restricted to it's administration; the number of municipalities and their designation, the approval of provincial bills and grants, the approval of developments and infrastructure, et cetera. Any decisions that would otherwise change the structure of governance are not allowed among the regular provinces.

Special provinces

Compared to the other provinces, the 5 special provinces are afforded extra autonomy, being able to abide by different structures, vote to change their structure, and pass major provincial legislature without the necessary approval of the dakma, and whose provincial governor seats are guaranteed positions on the advisory board. Of the 5 special provinces, Akoni, Okso and Nakrama currently follow the same democratic procedure as the other provinces, however the provinces of Masrit and the Taaqbal Federation function under their traditional systems of electoral monarchy, though they are all afforded the ability to change structure via popular vote. The seat of provincial governor of Masrit is taken up by the incumbent Udumap of Masrit. The provincial seat of the Taaqbal federation is taken up by the three monarchs of the Taaqbal Federation, whom although three individuals, still count as the one provincial seat, choosing one member at a time to represent the province at the dakma - however they each take up an individual seat on the presidential advisory board, of which their positions are reserved.

The Advisory Board

The Advisory Board consists of 15 members of the federal government who are given permission to convene directly with the president, separately from the dakma, with continued direct channels of communication with president. The seats on the advisory board are taken up by members of the Dakma, including the chairman and the special provincial governors, and the directors of the governmental bureaus; being commerce, education, transport, agriculture, defense, cultural affairs and international affairs.

The advisory board are allowed direct communication with the President at any time granted his approval, and can be summoned for consultation individually or in their entirety a the president's decision

Election history

Official elections for the Dakma began in 29PC with the expectations that a full Dakma would be achieved for the presidential election in 30PC. As of 44 PC, the highland provinces of Wetlands, Byok and Otyop have no designated provincial seats and lack an elected cabinet due to logistical difficulties and low government control, and are currently being governed under the instructions of the Bureau of Defense.

After the provincial elections of 29 PC, the role of the president was taken by Aaka Orit, who presided over the Dakma through the presidential election of 30 PC, wherein his son and Nakrama Provincial governor, Aakar Byenama, ascended to the presidency, who then made governor of Okso province, Katopo Naka, chairman of the Dakma
