Kalam, officially the Kalami Nation, is a sovereign state located in the upper hemisphere of the Attu Archipelago. It's government adopts a hereditary oligarchy system known as the Council of Elders. It is divided in seven cities, each one corresponding to one of it's islands. Kalam does not have a capital, though it is notable to say the island of Hikuen is widely regarded as it's most important city due to it being the home of the Council of Elders and main economic hotspot, despite not being the most widely inhabited island.
History
Not much is known of how the Kalami people arrived at the islands, the official statement by the Council of Elders being humanity was given birth upon Hikue.
Pre-State Kalam
Previous to the Kalami people's formation into a governed society, speculated to be around 3000 TT, the indigenous people of these islands would distinguish territory by dividing them into areas known as the "Bawa" (in most native tongues), also typically forming a sort of tribe culture from them. the islands being divided in over 90 of these units which were typically placed areas of interest for their water, fruit and prey. Every person would be named by their father and recognized by their place of birth. The borders that defined the Yarmen were set over time by tradition, and it was common practice to display standards in certain areas to mark their borders. The ancient tribes would use hats or masks made of braided hay to protect themselves from the sun, also using body paint to prevent skin burns and simultaneously identify themselves as being of a certain trade (fishermen, gatherers, etc.) or territory.
The Kalami Government
The Kalami tribe, one of the oldest of the Bawas located in the northernmost island of Hikuen, would begin to grow in power compared to other tribes. The abundance of resources in Hikuen keeping their people not only sustained but thriving. The leaders of this tribe would appoint an army with soldiers in the hundreds, men who previously served as hunters turned to warriors to serve the warlords. The tribe leaders would then use these men to stamp out, pillage, and assimilate nearby tribes into theirs, recruiting more soldiers from the captured lands and assimilating their traditions into the ones of the Kalami tribe. The Kalami would eventually mobilize across islands and hold supreme power over the lands. It is speculated by historians that the bloodlines of the elders may actually be the ones of the most notorious warlords of that era, though this is officially dismissed as misinformation by state officials.
Modern Kalam
With time, the Kalami system of rule evolved into an oligarchy, becoming more of a pseudo-oligarchy post Clearing and after the nation began to make contact with the outer archipelago, seeing it necessary to hire different institutions to handle complex manners.
The Council of Elders (currently comprised of 5 people) holds supreme power over their people, typically only exercising it in laws to be enforced by paid soldiers who patrol the cities. Common Kalami people live off of trade and agricultural work, though some live off artisan work in exchange for lesser items and make do by hoarding them (typically pelts, single units of fish and raw material like lumber).
