Kalam
Kalam, officially the Kalami Nation, is a sovereign state located in the upper hemisphere of the Attu Archipelago. Its government adopts a hereditary oligarchy system known as the Council of Elders. Its territory consists of seven islands— Hatun, Hikuen, Kuchu, Pacha, Puyu, Samay and Wasi. Kalam does not have a capital, though it is notable to say the island of Hikuen is widely regarded as it's most important city due to it being Kalam's main source of natural resources and a main economic hotspot, despite not being the most largest or most widely inhabited island.
Pre-History
The earliest records of human settlements in Kalam are theorized to be from around 5200TT, though this is mere speculation. The oldest archeological artifacts were unearthed nearby the river Qumaychu in the island of Pacha. Findings such as bone tools, leather frabic and clay pottery were unearthed and studied after archeological efforts began around 310 TT. Evidence suggests that early Kalami settlers would spread throughout the territory's islands at a similar time frame. All archeological finds considered to be historically relevant are currently stored in the scientific archive of the Palace of Wise Men.
Kalam
Around 4000 TT the first major city-states would arise. The Maichu people would hold almost complete control of Hikuen and would go on to become the most powerful ethnic clan of the Isles after their alliance with the Ayquno, a clan that had conquered the coasts of Pacha. The alliance, under the name of the Kalami Nation and led by military general Rumi Iymita, would seek to conquer the nearby islands trough military force, eventually succeeding and uniting the islands after warring for some 70~ years. The conquest would succeed trough military conquest but also notably diplomatic relations with most of the influential clans of the isles. As Kalam expanded its territory it felt a dire need for administrative force. A contract establishing a group of notorious clan leaders would sit at the top of Kalami society and use popular votes to decide administrative actions. A contract written in clay was written and marked with each members signature in the form of their thumbs pressed against the clay tablet. The Council of Elders was established around 900~ TT, when Kalam had near total control of the isles. The Palace of Wise Men, a 100 acre microcity where members of the Council and other important figures may operate, was constructed.
The Kalami Government
The Kalami government is centered around the so called "Ranks of Elder Service" is a hierarchy put in place to serve the Kalami elders. All the forces who work in the interest of the Elders are to relieve benefits for their effort such as a steady supply of food and a superior home to the average civilian.
Kimal
The Kimal are a group of some 30~ government officials hired directly by the Council of Elders for large scale administrative action. The Kimal are typically categorized as either military commanders or managers of economic manners (more recently handling external trade matters)
The Sultari
The Sultari are the name given to Kalami royal guards and military forces, officially denominated as members of the Sultar Militant Clan. They serve as the main military force of Kalam and personaly army of the Elders and Kimal. Some Sultari guard federal buildings of interest if deemed necessary.
Qamen
The Qamen handle civil matters among 85 different prefectures of Kalam, typically handling things like mobilization of civil force, local economy and the like. The Qamen are directly hired by the Kimal. An estimated 110~ are currently hired and at work.
The Caruman
The Carumani or Carumen are landowners who let their land be borrowed, be it for it's fertility, animals, lumber, etc. The Carumani collect a tax from their clients and pay a part of the collected resources to the Kimal who supervise them, typically food and building materials are collected, though a Kimal may ask for a specific amount to be collected and/or a specific material to be paid in certain cases. Being a landowner who profits off their land without an official certificate so that allows their taxation is strictly illegal.
The Quy
The Quy are the Kalami civil force. The Quy are hired by "Justice Houses", state controled establishments where they receive equipment, training and personal quarters if deemed necessary by their superiors.
