The Skinless Legions is the title given to the organized crime groups of Ronatana and its surrounding waters which joined into the Qoeul-bo Hrnad. It may also refer to pre-existing internal divisions within the Hrnad and later organizations which have since merged into it.

The title derives from the skinless appareance of the Tun'ilhameng, who made up the majority of such groups at the time of the founding of the Second Qoeul-bo Hrnad.

High ranking members of the Qoeul-bo Hrnad are refered to, as Khans of Skinless Legions ever since the second founding, however these titles do not always denote the heading of a specific legion, as the legions are not formal entities as much as a nebulous concept.
