Artak's 5th Dictate was a living dictate issued on 23-9 20 PC which established the Akaria-Okrit Improvement Council (AOIC) to oversee the aid provided to Okrit.
Background
Akaria had been delivering aid to Okrit since 15 PC. Living King Artak Arkara issued his 5th Dictate on 23-9 20 PC to better manage the distribution of this aid.
