The Banca Nazionale is the national central bank of the Republic of La Rossa. Organized as an independent but government-appointed institution, it has guided Rossan monetary policy since 57 TT, after it was established by Dux Patrizio Morelio di Lorma. Headquartered in Padeno, it is the sole legal issuer of the argotto.
Board Members
The Banca Nazionale is composed of six board members, which take a shared role in controlling and stabilizing the nation's monetary policy. Appointed by the national government (more specifically, the Dux), each board member represents one of the nation's six city-provinces. As decisions are made through an internal vote, ties are rare but possible. In order to avoid such scenarios, a rotating office of the chair moves between the board members each year, given the power to break ties if necessary.
Board Members of the Banca Nazionale tend to serve for life or until they resign, although they may be removed through a unanimous vote by the other members should they "display signs of severe age, sickness or otherwise inability [...] that prevents them from carrying out their duties", as stated in a 36 PC decree by Dux Giulio Moretti. Although the Dux reserved the ability to remove members of the board by decree (which could be vetoed by the Advisory Council) for over a century, the legal power to interfere with the workings of the central bank was heavily restricted during Giulio Moretti's second reign.
