Civilian Cognitive Capacity Check

The Civilian Cognitive Capacity Check (CCCC) is a standardized citizenship test for foreign immigrants in T'vaqi. It is modeled after the Cognitive Capacity Exam, scored out of 10 points rather than 40. A minimum score of 5 points is required to pass the Check. Those who fail the Check may retake it after three years; those who pass may not retake the Check.

Along with having lived in T'vaqi for ten non-consecutive years, a passing score on the CCCC is required for all foreign immigrants in T'vaqi who have no Cognitive Capacity Score. This applies to all immigrants who relocate to the island at an age older than 16.5 years, since this makes it impossible to take the ordinary CC Exam.

Proposal

The Civilian Cognitive Capacity Check was instituted as the result of a compromise with then-Senior Magister Havo T'l in 72 PC. A bill to grant civilian status to foreign immigrants who have lived in T'vaqi for at least ten non-consecutive years had been proposed by Grand Magister Piqo Thipoqo, failing 7-8. T'l, who had voted against the bill, offered to switch his vote (thus allowing the bill to pass) if some form of intelligence test was also made a requirement for citizenship. The CCCC was then created, allowing the revised bill to pass 8-7 with T'l's approval.
