Havo T'l was a Grand Magister of T'vaqi.

Early life

T'l was born in the small coastal town of Viqho approximately two years before the T'vaqi Calming. He is of To'natona origin, and was thus born without a first name; T'l chose the first name Havo at age 4. As T'l aged, he began to reject his To'natoni upbringing, hitchhiking to N'isi at the age of 10 to receive a standard education. T'l achieved a Cognitive Capacity Score of 36 and enrolled in the High Institute of the Sciences, but dropped out after one year of studies. He switched to the High Institute of the Arts, where he found success in Expression of Scientific Faith.

Political career and rule

After graduating from the High Institute of the Arts, T'l was promoted to High Priest by a Magister working in the Bureau of Aqali Enforcement. He was promoted to Magister himself not long after.

At the age of 28, T'l was promoted to Senior Magister by Grand Magister Loqa Pili. According to T'l, Pili had "seen something special" in him, leading Pili to replace an existing Senior Magister with T'l. T'l mostly worked in the background during Pili's tenure. He first attracted widespread media attention in 71 PC, after leaked meeting transcripts exposed his repeated use of the offensive epithet Tolio (in reference to then-Dux Bartolomeo Marone). Privately, the Rossan governmnent put pressure on Gmr. Pili to sack T'l; Pili declined to do so.

In 72 PC, T'l was threatened with demotion by a mentally deteriorating Pili. T'l subsequently launched a successful plot to poison Pili (using the hallucinogenic N'shoqala compound) and frame it as an overdose. During the poisoning, Pili became erratic and bludgeoned T'l with a teapot, knocking him unconscious. The harm suffered by T'l and Pili's lack of external injuries led to the widespread conclusion that Pili had fatally overdosed on painkillers during a routine meeting; T'l was released with no charges after standard questioning. T'l would go on to show off his injuries while campaigning for Magistracy, winning the 72 PC election.

In 73 PC, T'l officially assumed leadership of the Substance Distribution Monitoring Agency, which had been left headless after the death of Loqa Pili.
