Enchi Island is an uninhabited disputed territory claimed by both Jifancaya and Brenjia.
History
Discovery
Enchi Island was first discovered by civilian fishing ships from Jifancaya shortly after the Grand Calming. They found the island uninhabitable due to its large population of sea urchins, and coastal geography mostly consisting of jagged rocks. Upon discovering the island, a fishing ship reportedly used gunpowder to create a bit of ground flat enough to stand on. She then returned to Jifancaya to report the findings to Duke Jifan XVII. On the same day, a bored astronomer in Brenji aimed her telescope across the sea and discovered the island. She reported it to Jefram Enchi, then-mayor of Brenji. Enchi claimed the island for Brenjia, naming it "Enchi Island". The next day, a ship from Jifancaya brought a large stone tablet to the blown-up spot on the island, claiming the island of "Jifancaya Minor" for the Kingdom of Jifancaya. Both claims to the island were made after 16:00 on 18-1 1 PC, so they would have to wait until the legislative session on 21-1 1 PC.
Dispute
Since the Kingdom of Jifancaya and the Greater Nayela Union both had a claim to the island, it became a disputed territory. President Iricha Fambraj of Brenjia petitioned the Federal Council to resolve the dispute on 24-1 1 PC, after they ignored the dispute in the 21-1 session. The Federal Council requested that both sides of the conflict be heard to negotiate the fate of the island. Duke Jifan XVII refused to negotiate, stating that Fambraj's claim of the island was not worth dignifying with a response. The island's state of legal limbo continued over nearly a year. Duke Jifan XVII finally agreed to negotiate for Enchi Island on 19-5 2 PC, meaning that the Federal Council would be ready to resolve the dispute on 21-5 2 PC. On that day, the 2 PC Brenji Boycott began, resulting in Fambraj being unable to attend the negotiations. The Federal Council thus rejected the case, leaving the island with no official status. For the following decades, both the Kingdom of Jifancaya and the sub-state of Brenjia claimed the island as their territory and no official agreement was reached.
First Great Attu War
Following the Battle of Brenji in 26 PC, Brenjia became a protectorate of Utlia, meaning that what was once an internal dispute between two states had become an international dispute between the Caseic Federation and Utlia. On ##-1 27 PC, the Kingdom of Jifancaya held a referendum on whether Enchi Island should become territory of Utlia. The options, as printed on the ballot, were thus:
- Enchi Island remains territory of Jifancaya
- Enchi Island becomes a province of Utlia
- Enchi Island is divided between Jifancaya and Utlia
- Enchi Island becomes territory of a neutral party
Option 1 received the most votes when the results were tallied on ##-1 27 PC. On ##-1 27 PC, Duke Jifan XVII made an official statement claiming the island as Jifancayan territory.
