The Caseic Federation (informally known as Casea) is a federation of fifteen states located in the Caseic Archipelago to the southwest of Utlia and southeast of Niueyjar. It has territory in the large island of Casea, the small island of Brisa, and the archipelagoes within the territorial waters of these islands. The Federation is ruled by the consensus of a Federal Council of 266 representatives, and as such has no singular de jure leader. However, each state has its own leader. The current Federal Foreign Minister, who represents the Federal Council for foreign affairs, is Jercofa Yechac.
Pre-Calm History

The Federation began to be formed in the aftermath of the Brisa War, which ended by the signing of the Treaty of Nisi on ##-# ## TT (Caseic Calendar: 512-5-18). One Caseic year later (513-5-18), the governates of Brisa, Wesia, Nachia, and Sencharea united to form the West Casea Federation, with its capital in Ibe-Nacha. The West Casea Federation gradually expanded over the course of the next decade. Panifra, Gache, and Chaba joined on (516-2-19). Months later (516-5-13), the republics of Framjaria, Fejafia, and Capa Framji offered to join the West Casea Federation on the condition that the capital be moved to Ibe-Jibin. Initially, the West Casea Federation rejected the offer. Framjaria then began increasing its military spending. The West Casea Federation then accepted the offer on the conditions that the capital of Framjaria be moved to Achearia and that Framjaria would no longer have an official state religion. The motivation behind these conditions were to ensure that the Federation would be religiously neutral, and to limit Framjaria's control of the Federal Capital. The duchies of Irachi, Yecha, and Jasfeya joined with some autonomy on (517-0-13). The Federation was then renamed to the Federation of West and South Casea.
On (518-3-03), Jifancaya, Prefichi, and the Greater Nayela Union created the North Casea Economic Zone. On (521-6-04), the Federation of West and South Casea agreed with the North Casea Economic Zone to form a restricted economic union: the Caseic Economic Zone. On (521-9-09), the nations of the Caseic Economic Zone united under Federal rule with varying levels of autonomy. On (522-8-24), Esiga joined the Federation as an autonomous state. With the entire island united, the Federal Military was downsized, and those who served in the Federal Military were given a large pension to disincentivise them from conquering the Federation.
Post-Calm History
Fromatica Era
On 18-1 1 PC, the seas around the Caseic Federation mysteriously calmed, ceasing the millennia of tempests which had made the seas impossible to traverse. On 6-2 1 PC, following rumours of new islands across the seas, the Federal Council began an exploration initiative in hopes of peaceful first contact and thus authorised the CFS Jiricaya and the CFS Fromachi II to explore the seas in search of new lands. The CFS Fromachi II landed on the shores of Utlia on 12-2 1 PC and initiated the First Contact Protocol. On 15-2 1 PC, Casi Fromatica, formerly the governor of Brisa, officially became the Federal Foreign Minister of the Caseic Federation.
On 18-2 1 PC, the Caseic Federation officially joined the inter-governmental radio system, allowing quick communication between the Caseic Federation and other governments. In the following days, FFM Casi Fromatica, as the official speaker for the Caseic Federation, made several gaffes, which called into question Fromatica's ability to represent the Federation. However, despite these gaffes, the Federal Council decided not to remove Fromatica from office as many of them feared doing so would give potential adversaries an impression that the Federation was unstable and disorganised.
The rest of 1 PC was somewhat uneventful as Fromatica learned the necessary public speaking skills to avoid making gaffes on the inter-governmental radio. Although there was some anti-Fromatica sentiment on the day the seas calmed, especially in the north of the Federation, it began to dissipate after 24-2 1 PC as the Akarian-Caseic Trade Accord brought wealth to the northern port of Brenji. Fromatica gradually improved relations with both Akaria and the northern states of the Federation over time and thus avoided removal from office.
On 18-4 2 PC, the Caseic Federation authorised the CFS Jiricaya to survey a potential trade route to Nongba. On 19-5 2 PC, Framjist militias began occupying the port of Brenji to enforce a boycott against the Kingdom of Akaria following the attacks on Niueyjar. The following day, Fromatica privately conversed with Harakar, inquiring as to the meaning of the attacks. On 21-5 2 PC, these boycotts ended when the Akaria-Utlia Strike Force rescued the Utlian sailors. Trade between the Federation and Akaria continued as previously.
In late 4 PC, with talks of the formation of an Eastern Bloc, Casi Fromatica expressed interest in joining. However, the Federal Council voted 167-156 not to join the bloc on 1-11 4 PC. On 22-1 5 PC, the Agreement Agreement was signed, forming the Eastern Bloc. Throughout 5 PC, the Federation experienced a slight economic decline as markets in Akaria became more interested in Eastern Bloc goods than importing goods from the Federation. When Harakar Oken was transferred to Utlia for medical care, Caseic investors saw Akarian goods as being a less worthwhile investment, thus deteriorating Akaria-Casea relations by weakening the trade.
On 27-2 6 PC, the Federation began to convert from the Caseic Calendar to the Haracalnde to make it easier to trade with Akaria and other Eastern Bloc countries. There was a transition period, which ended on 27-1 7 PC. (11 months later)
On ##-# 8 PC, an explosion occurred at the Office of Federal Foreign Relations in Ibe-Jibin, killing 5 people and severely injuring 157 people. On ##-# 8 PC, the culprit was identified as Jirichaya Broom, leader of the boycotts in Brenji in 2 PC.
On ##-# 9 PC, Casi Fromatica prompted the Federal Council to decide on a flag for use to identify Caseic ships, after finding out that other islands of the Attu Archipelago had done the same for their ships. On ##-# 9 PC, the Caseic Federal Flag Subcommittee was established, which solicited and screened designs for a flag which would represent the Caseic Federation as a whole. On ##-# 9 PC, the screening period ended, and ballots were printed out, commencing the Caseic Federal Flag Selection.
Caseic Blackout
On 19-4 10 PC, the Framjist Rebels launched a coordinated attack on infrastructure throughout the Federation and destroyed the radio towers in Brenji, Caifra, and Ibe-Jibin, thus disconnecting the Federation from the other islands of the archipelago. Jirichaya Broom was found to be responsible for the attacks and was sentenced to five Caseic years in the Jeframi Federal Prison. Around the time of the attack, the Rebels announced their support of the fringe G.N.U. independence movement.
On ##-# 10 PC, the voting period ended for the Caseic Federal Flag Selection. The results were published on ##-# 10 PC, and the Plain Emblem was selected as the official flag of the Federation. Shortly thereafter, the Framjist Rebels began using the Abstract Design as their emblem, to the dismay of Siwache Jaen, who originally designed it.
On ##-# 10 PC, Jirichaya Broom escaped prison. On ##-# 10 PC, she assassinated Casi Fromatica. On ##-# 10 PC, the Federal Council organised a state funeral for Fromatica.
On ##-# 10 PC, the Framjist Rebels united with the growing G.N.U. independence movement to form the Federal Breakaway Coalition (FBC), with the aim to separate the states of Jifancaya, Prefichi, Esiga, and the Greater Nayela Union from the Caseic Federation, to form a new federation with Framaja-Nayela as its capital.
Cujaen Era
On ##-# 11 PC, Siche Cujaen was selected as the new Federal Foreign Minister of the Caseic Federation to replace Fromatica. On ##-# 11 PC, Cujaen suggested that the Federal Council authorise the improvement of the Intrafederal Road Network and re-construction of infrastructure which was attacked in 10 PC. On ##-# 11 PC, the Federation's connection to the Inter-governmental radio system was back online, reconnecting the Federation to the rest of the archipelago.
Cujaen's actions as the Federal Foreign Minister were essentially a continuation of Fromatica's policies of attempting to build and maintain good relations with other islands, but with a focus on bringing peace to the archipelago. During this era, Cujaen encouraged the Federal Council to work towards appealing to some of the FBC's desires in order to prevent the Federation's main source of economic growth from declaring independence from the Federation. The FBC this became more moderate.
On ##-# 17 PC, the Federal Council passed the Radio Room Act, which limited Cujaen's ability to communicate with other leaders. On ##-# 19 PC, Cujaen broke into the radio room, in violation of the act, and was sentenced to prison.
Brifam Era
With Cujaen in prison, Chuwe Brifam became the Acting Federal Foreign Minister of the Caseic Federation on ##-# 19 PC. Brifam, being the leader of the Warmonger's Faction, was opposed to Cujaen's policies of peace.
On ##-# ## PC, the Federal Council approved the construction of three new frigates for the Caseic Federal Military: the CFF Wesia, CFF Prefichi, and CFF Jasfeya, each named after their state of construction
On ##-# ## PC, Brifam made an agreement with the YDF to gain rifles.
On ##-# ## PC, Brifam was approached by Ara Deram, who offered to lease some Deram land to the Federation for 20 years on the condition that the Federation helped construct a port therein. Brifam accepted the deal, angering the Living King of Akaria, who then ended the hydrochloric acid for coal trade accord. In response, the Offices of Akarian Relations in Brenji and Caifra closed down.
CFF Wesia incident
On ##-12 ## PC, the CFF Wesia was damaged on a return trip in waters east of Tietero. For reasons unrelated to the Federation, Tietero had closed its ports, thus denying the CFF Wesia access to repairs. The ship then allegedly sank in the waters to the south-east of Tietero, broadcasting the message "May future voyagers not meet the same fate at the hands of bureaucracy". However, the ship was later found to be fully operational in the waters north-west of Tietero on ##-# ## PC.
Caseic-Tieteran War
The CFF Wesia incident soured Caseic-Tieteran relations, resulting in Brifam declaring war on Tietero on 01-1 24 PC, following the Tietero Royal Family's announcement of the new year.
On ##-# 24 PC, Brifam had a meeting with Empress Heidr of Niueyjar. It was initially intended to be a counselling session to deal with Brifam's pent-up rage. Through a series of strange events, this resulted in Brifam proposing an alliance with Niueyjar against Duke Prebache XV of Prefichi.
On ##-# 25 PC, a civilian fishing boat exploded in the waters east of eee. The Brenji-based human rights organisation Hold Casea Accountable investigated the explosion and determined that there were sea mines in the area.
On ##-# ## PC, the Federation was invited to join the Eastern Bloc. Brifam bypassed the Federal Council to reject the offer on the grounds of deteriorating Akarian-Caseic relations.
On ##-# ## PC, the Federal Council approved the construction of a large tower in Ibe-Framji, in response to the rise of similar towers in Akaria and Niueyjar.
First Great Attu War
On ##-# 26 PC, the Battle of Tietero occurred.
On ##-# 26 PC, the Battle of Brenji occurred.
On ##-# 26 PC, the Kingdom of Prefichi declared independence from the Federation.

Internal Politics

The Federal Council
The Caseic Federation is a Council-ruled federation of seventeen states, wherein each state has its own method of government. The Federal Council consists of 323 Federal Representatives (19 for each state), who are responsible for Federal-level legislation. The Council is assembled every three days in a legislative session which occurs from 10:00 to 16:00. Legislative decisions are not officially enacted until 16:00 on the day of the session. Each state has its own method of choosing representatives: many elect their representatives on a 3-year cycle; others have the state leader appoint their representatives.
State Leaders
Each state has its system of government. The states on the island of Brisa and in the south-west of Casea tend to be democracies with governors regularly elected on multi-year cycles. The states in the southeast are monarchies ruled by dukes or kings. The states in the far north are also monarchies. In the middle is the Greater Nayela Union (G.N.U.), a state which is itself a council-ruled federation of two monarchies and three democracies. In the south is the Eparchy of Chaba, which has a one-year cycle of electing the Eparch through a convoluted process. In the southwest of Casea are the states of Gache and Panifra, which have no de facto or de jure state leaders as they are ruled by the consensus of state councils instead of an individual.
The Federal Foreign Minister
The Federal Foreign Minister is an individual selected by the Federal Council to represent the Federation from the pool of state leaders for international affairs. It is a permanent position which can only end upon the death, resignation, or impeachment of the Minister.

See also: Akaria-Casea Relations On 24-2 1 PC, the Caseic Federation established a trade accord with the Kingdom of Akaria, which granted free trade of coal and hydrochloric acid between the Federation and the Kingdom through the port of Brenji. Through 1 PC, relations improved between the Federation and Akaria.

Framjism
Main article: Framjism
The Framjists believe in two gods: Achea, the god of the ground; and Chae, the daughter of Achea and the god of water. They believe that Achea is eternal, benevolent, and the source of all life on the island. The Framjists believe that the island was created with the birth of Chae, whom Achea. Chae then surrounded Achea and thus caused Achea to sprout plants, then animals, then humans. Chae gave the first human sprouted by Achea the name Framji, meaning “of the soil and water”. Chae then told Framji that her descendants were to care for the island and that once her descendants had demonstrated care for the land, the seas would calm to reveal more land to care for. As such, Framjists avoid consuming meat, since they believe consumption of flesh would violate Chae's command.
Temples to Chae can be found throughout the north of the island of Casea, typically on the top of hills, where they can oversee nearby towns. Temples to Achea are also common. Whilst there are numerous Framjist religious texts, the ultimate authority on Framjist theology is the Conclave of Framche, which is assembled twice a year to resolve religious disputes amongst the various Framjist communities throughout the islands.
Gastism
Main article: Gastism
The Gastists believe in three gods: Pechi, the god of the sea; Ajia, the god of the soil; and Jafei, the god of the sky and father of the other two. Traditionally, Pechi and Ajia are not worshipped by the Gastists but are instead reviled. The Gastists believe that the world was formed when Jafei spawned the twins Pechi and Ajia, and that shortly after their birth, the twins perpetually fought with each other, causing much annoyance to Jafei. Thus, Jafei removed the left arms of Pechi and Ajia. By combining their arms, Jafei created the first human, whom he named Gasti. Jafei then commanded Gasti that he and his descendants are to prevent Pechi and Ajia from fighting one another. Jafei gave Gasti a fishing rod to control Pechi, and a spear to control Ajia. After the arrival of Gasti, Pechi became resentful of Jafei and began producing storms to limit Gasti's descendants to the islands of Casea and Brisa. Ajia also began to resent the descendants of Gasti and created her own group of humans to torment the descendants of Gasti. Thus, Gasti's descendants were limited to living on the coasts.
There are a few temples to Jafei in the south of the Caseic Federation, but they are not as prominent as the northern states' temples to Chae. Most Gastists don't worship Jafei, since they revile Pechi and Ajia. Additionally, Gastists are a decentralised faith, in that they have no central religious authority to resolve disputes. Thus, arguments about religious minutiae are commonplace amongst Gastist communities.
Framjist Syncretism
Some Framjists are syncretists; that is, they believe in both the Framjist and Gastist theologies. In particular, they believe that Achea and Ajia are the same god. Syncretism is not endorsed by the Conclave of Framche.
Non-religion

In the context of Caseic religion, non-religion is a lack of participation in the religious practices and rituals of Framjism and Gastism. A non-religious person may identify as Framjist or Gastist, but may still break religious rules.
Childrearing
Citizens of the Federation are legally free to produce children with whomever they please, provided everyone involved is above the state's age limit. In most states, this is 23 years. In Yecha and Jasfeya, it is 21 years. The Federation has no concept of marriage. Children born in Gastist-majority states are typically raised by their biological parents. Children born in Framjist-majority states are typically raised collectively by a group of at least ten adults, any number of whom could be the biological parents of the children in question. However, there is an exception for nobility: nobles in Framjist-majority states attribute their power to royal bloodlines, and thus pride themselves on having good records thereof: hence, their biological lineage is well-documented. Noble children are still raised collectively by a group of nobles, but the biological parents of noble children have special ceremonial roles within the raising of their particular children.
Calendar
Before 6 PC, the Federation used the Caseic Calendar, which had a 351-day year, divided into thirteen months, labelled 0-9 then X, Y, and Z. Each month has exactly 27 days. The reference datum for comparison to the Haracalnde is that the day the seas calmed (18-1 1 PC) is 572-8-24. Prefixing C to the day indicates a subtraction of exactly 1000 years and is used within the Federation for historical purposes.
Economy
The Caseic Federation does not have an official currency, instead relying on contracts to produce exchange.
International Trade
The Federation trades coal for hydrochloric acid with the Kingdom of Akaria.
