The First Contact Protocol was a pre-calming law in the Caseic Federation which outlined the policy that the Federation would follow in the event of contact with islands beyond Casea and Brisa. The protocol was signed into law on 18-7 9 TT and was activated on 12-2 1 PC, with the discovery of Utlia by the CFS Fromachi II.
