History
Formation
In 141 TT, two years after the Great Weer Fire that destroyed much of Manser, the Oceanic Councilman, Jayone Aloeer, submitted a proposal for the formation of a unified University within Manser. The Oceanic Council passed the Oceanic Dictate 513 of 1647 AAC a year later establishing the Grand Weer University.
The new university was to be governed by two councils. The Grand Weer Staff Council (GWS Council) was composed of the school's staff and was responsible for academic policy. The other council was the Oceanic Council itself who were in charge of financial policy and having formal authority in all other matters. The president, appointed by the Oceanic Council, was to manage the GWS Council on their behalf and to perform institutional leadership.
The GWU, using the buildings of the former Weerok University and Ideok University opened on 13-2 138 TT.
The First Manser Campus opened in 129 TT. Following the opening of the new campus, the old buildings of the Weerok and Ideok Universities were either sold off or converted into research facilities.

The Second Manser Campus is located on the city's waterfront. The Second Manser Campus primarily teaches trade rather than acedmic classes. Admission for courses taught in the Second Campus are significantly cheaper than in other GWU campuses.
The Third Manser Campus was partially funded by the Oken Family and teaches a large amount of students from Oksken.
