Harakar's 4th Dictate was a living dictate issued on 24-1 1 PC by Living King Harakar Oken which granted the Living King the authority to establish laws equivalent to Kadrike Law in territory outside of the Kadrikes.
Background
Following the Grand Calming, the Kingdom of Akaria was thrown into a state of panic. On 24-1 1 PC, Harakar Oken met with the Council of Akaria to discuss the new situation the country was in and to come up with solutions. At the meeting, Harakar argued that beyond the borders of Akaria, the many important laws that were covered by the Kadrike Law would no longer be covered. To counteract this he proposed a dictate that would allow the Living King to create laws that were equivalent to Kadrike Law. The council agreed with Harakar's proposal and the dictate was issued. It was the last of four dictates issued that day.
Content
Harakar's 4th Dictate permitted the Living King to establish laws equivalent to Kadrike Law in territory outside of the Kadrikes. This meant that the Living King could create any laws not contradicted by living law outside of Akaria.
