Harakar's 5th Dictate was a living dictate issued on 18-2 1 PC by Living King Harakar Oken which helped to establish the Inter-governmental Radio System.
Background
Following the Grand Calming the nations of the Attu Archipelago could now contact one another though no private lanes of communication existed making any sort of diplomacy over the radio very difficult. It was decided by several leaders of these nations to establish an Inter-governmental Radio System (IgRS) to better negotiate. There were seven initial members of the IGRS and it was Harakar's 5th Dictate that made Akaria one of those initial members.
Content
Harakar's 5th Dictate ordered the creation of a radio tower over the Tumak Ordok and the installation of a radio room in the Tumak Ordok. It also permitted the Living King to represent the Kingdom of Akaria in the IGRS.
