History

Succession Crisis

When Emperor Spyron died in late 19 PC, it was unclear if his position as emperor would pass onto an heir, or if it was to be abolished and the Serene Parliament was to function without an absolutist safety net. While Spyron was always intent upon the parliamentary democracy as the functioning system of the Serene Union, the fact that he reserved the ability to resume absolute power, and the fact that this had been a required measure for the state to function in the past, was taken by many as being proof that the Imperial seat had to exist. Following his death, several factions emerged:

• The Serene Parliament, who were largely intent on the position being abolished.
• The Rondan, Wegoli, Tavlo, and Cemho'ki clans, who said that the next emperor should be chosen by a vote of the leaders of all the internal divisions, as is normal for Clan leader succession.
• The Skanya, Kamayukino, and Vanko clans, as well as the Commissar of Halma, who said that as the Serene Union began as the union of states that Spyron was head of, every state shall have his successor in their own manner.
• Brip, Lovi, Farloe, and the Roja, who took to the idea that the title should pass dynastically to Spyron's eldest son, Dantano Spyron.
• In Gomlexica, Jomui, and Momami, opinions were divided between the later two of the above, as well as a smaller group who believed the Emperor should become an elected position.
• A fringe portion believed that the Welecin Sept from which Spyron originated was, despite his casting off of the name, still his legal clan, and as such the leader should come from there. This opinion was only popular among the Welecin Sept.

In the immediate days following Spyron's death none acted, due to a three month mourning period that the Serene Parliament called. The leaders of the Clans attempted to organize a summit for the nomination of a new leader on the day after the Emperor's funeral, but this proved difficult; in Clan law nominees for leader must declare themselves first before the subleaders vote, and the only valid candidates were the direct descendants of Spyron, none of whom initially were interested. Most of Spyron's family were intent on Dantano succeding his father, but Dantano himself stood with the parliament.

The first to act was Halma, where the Commissar made a statement on 13-4 20 PC declaring that, as the next in the governmental hirarchy of Halma, he was now both the emperor and commissar. He then announced that he would be running for election as Emperor in Gomlex. Parliament immediately contested this, and a vote was called to send the army into Halma, which narrowly failed. This sparked an argument, during which speaker Roval Conxas yelled that there was no legal precident for the Emperor to have a successor at all. There were then several votes called to create a legal precident, one of which narrowly passed. At this point however the argument had grown out of control, and it only passed because large portions of parliament had left the room in protest.

Upon hearing that Parliament had broken apart, Dantano came to agree with the rest of his family, and publically laid stake to the throne on 29-4 20 PC. A corronation was held in Gomlex on 7-8 20 PC, which was attended by the heads of all divisions, despite only Birp, Farloe, Lovi, the Roja, Jomui, Gomlexica, and Momami recognizing it. After several months of negotiation, the Clans eventually knelt to Dantano, now serving under the regnal name Spyron II, and ceremonally held an election in absentia for him as leader. Halma was the last to conceed, doing so only under threat of millitary action on 30-12 23 PC.

Isolation

Though Spyron II's reign was officially uncontested, his standing was unstable, as were standings between the various factions within the union. Because of this, the 20s and 30s saw the Serene Union focus internally, with little interaction with the outside world. Parliament was reassembled, and were allowed to act mostly independantly, with Spyron II only intervening when neccesary to stop it from dissolving itself. By the end of his reign, Spyron II had similarly high approval to his father, as a unifier (albeit of a much softer variety) and peacekeeper.
