The Lower Cabinet was created by Hia El during the democratic reform of Utlia in 23 PC, the cabinet was not populated by anyone until the first federal election was won by the [[UBP]].

== Operations ==
The cabinet is made up of [[Members of the Lower Cabinet|28 elected officials]] representing different political factions in Utlia, with one member of the government party to oversee the sessions. Lower Cabinet elections are held 2 months before the [[Upper Cabinet]] (federal) elections on 10-3 every 4 years.

Members of the lower cabinet are elected from [[Lower Cabinet Districts|districts]] within Utlia.
