Artak's 11th Dictate

Artak's 11th Dictate was a living dictate issued on 8-6 23 PC that granted the Akarian Scouting Force the ability to try people detained by them for violations of living law and to establish prisons in the Eastern Ocean on unclaimed islets.

Background

Any violations of living law had to be tried in the osslette where they were committed thus creating an issue where living law violations committed outside of osslettes could not be tried. This was rarely a problem prior to the Grand Calming.

On 13-1 23 PC the Akarian Scouting Force returned to Akaria with six YDF ships. The ships had gone rogue whilst transporting copper to Akaria and Leader of the YDF Psaha Yol had secretly allowed Akaria to capture them. After their capture, Akaria was left with a large number of Nongban prisoners with no way to try them. Artak's 11th Dictate was issued on 8-6 23 PC to address this issue. At the same time the Nongban Constitution was amended to disallow citizens from releasing any prisoners kept in foreign nations.
