On 16-7 16 PC, Living King, Harakar Oken designated the red spine eater as a target for the Weer Biological Warfare Division who began adapting Kadar's Fury to target red spine eaters.
Harakar's 13th Dictate was issued on 23-11 16 PC which removed all hunting restrictions on the red spine eater and put a bounty of 5 grams of copper on each red spine eater. Few osslettes were willing to provide funds for the bounties issued. Despite this a red spine eater breeding facility was discovered on 29-11 17 PC in the Bojin Kadrike. The facility had allegedly been made to take advantage of Harakar's 13th Dictate.
Living King, Artak Arkara issued his 1st Dictate on 16-1 20 PC. The dictate nullified Harakar's 13th Dictate and ordered all properties with red spine eater breeding facilities to be put under the control of the Kakay. The dictate was seen as a symbolic move, to represent Artak's intention to undo the harm that Harakar had caused. Though Harakar's 13th Dictate had still been in effect few osslettes actually offered a reward for red spine eaters brought in and few breeding facilities still existed.
