Harakar's 8th Dictate was a living dictate issued on 25-3 1 PC by Living King Harakar Oken which re-established the Akarian Navy.
Background
The Kingdom of Akaria had not had a navy since 1071 TT when the original Akarian Navy was absorbed into the Living Army. Many in Akaria including several of the Ossbosches saw the Grand Calming as a threat as they knew nothing of the newly discovered counties. To apeal to his people Harakar Oken established the Akarian Navy through his 8th dictate.

In addition to establishing the Akarian Navy the dictate also established that the high director was to be appointed by the Living King.
