He decided that in order to better defend themselves from a potential Andu Kur attack the Akarinian Confederation would need to acquire an army and to do that they would need to begin taxing their population. Putting taxes in place would not be an easy task as the Kadrikes were not used to the concept and might react harshly to them. Karkon decided that the best way to go about implementing taxation was to only tax his own allies. A deal was made between Karkon and the [[Dar]], [[Ikane]], [[Kakay]], [[Perat]] and [[Skrake]] they would allow their people to be taxed and in exchange, they as a group would decide on the next Living King. On 19-9 1602 TT Karkon Deram issued [[Karkon's 5th Dictate]] which began taxing members of his [[perikat]]. [[Toghon Kakay]], a grandson of Karkon was chosen to succeed him as Living King. Karkon was born in a koat, in Durantum within the Akarinian Confederation, during the reign of his grandfather, Living King Ekank. His father Kamore Deram (later Living King), was the oldest son of Ekank and had been educated in the Weer Nation. His mother, Eka, was a member of the Ikane.
Kamore became Living King and Leader of the Deram on 23-2 1630 TT. He created the position of Warden of the Deram on his first day as Leader of the Deram and gave the position to Karkon.
