Artak's 13th Dictate was a Living Dictate issued on 2-2 24 PC that banned ships from the Caseic Federation from docking in Akaria and barred people from the Caseic Federation from doing business in Akaria.
Background
On 6-7 22 PC the Deram –a rival of the ruling Arkara– leased a plot of land to the the Caseic Federation for 20 years on the condition that they construct a port which the Deram could use to export mined resources. The deal was made between acting Federal Foreign Minister Chuwe Brifam and Leader of the Deram, Ara Deram with Living King Artak Arkara not consulted on the deal, leading to a strain in Akaria-Caseic Federation relations.
The CFF Wesia finished surveying the leased Deram land on 14-9 23 PC and approved the construction of a port on its coast. In response, Artak sent the CNN a sukazandassaz tree to persuade them against using the new port.
Artak issued his 13th Dictate on 2-2 24 PC, to retaliate against the Caseic Federation.
