The Provisional Republic of Kelelemi was a country situatied in the southeastern corner of the Attu Archipelago. It was geographically composed of three major islands - Kerala, Koraliti and Ananela, of which Ananela was the largest and Kerala was the smallest. It had a population of 2,600,000 residents spread around an area of 28,848 square kilometers, which were marked by mountainous and tropical terrain and climate. The nation was home to three major ethnic groups: the Kawakians, the Sorewa and the Sawaji.
The country had little central power, as it was in effect composed of two autonomous entities, the Republic of Sorewi (commonly referred to as the Sorewa Liberation Uprising, or the SLU) and the Collective Kelelemi Republic. Its structure was imposed in the resolution of the Kelelemi Civil War as a peacekeeping measure. It was formally ruled by the Provisional Government of Kelelemi, a council populated with appointed figures from the CKR and the SLU, as well as observers from the Akuta, Spyron and the CNN. Due to waning interest in the region and the dissolution of the Akuta Pact, the Provisional Government had lost power and credibility over time, which was gradually taken by the governments of the CKR and the SLU. Today, the two effectively operate as individual nations.
Geography
The Collective Kelelemi Republic was made up of three islands: Kerala Island, Koraliti Island and Ananela Island, of which Ananela Island is the largest and Kerala Island is the smallest. Koraliti Island is separated from Ananela Island by the Crooked Channel.
On Ananela Island there are 3 rivers, the largest of which is the Kelania River. All three originate from the Eluti Mountain Range in the centre of the island- These mountains are the highest elevation land in the Collective Republic and the largest mountains overall. These mountains are surrounded by the Haki Forest, a vast tropical jungle which contains much of the island and the nation’s resources. It also has the Asema Bay to the south and Uzebe Bay to the east, both large centres of fishing.
On Koraliti Island there are large mountains. These are the Kadi Mountains which are rich in minerals. There are multiple bridges connecting Koraliti with Ananela. On Kerala Island there is mostly grassland with a small jungle in the centre. There are coal deposits on the island.
The climate of the Collective Kelelemi Republic is tropical. In the coastal areas, it is mostly wetlands and grasslands, however on all three islands there are dense tropical rainforests further inland. The largest of these is the Haki Forest on Ananela Island. On the Kadi Mountains on Koraliti Island and Eluti Mountains on Ananela Island, it is very wet with the highest rainfall of the regions, with monsoon-level rain all year round, however, it is typically colder due to its high altitude.
One main feature of the region is that it lacks much arable farmland due to heat and intense rain. Due to this, vegetables do not constitute a large portion of Kelelemi diets.
Every summer, there is a month-long intense monsoon that impacts the region. Ananela Island is most impacted- rainfall is so intense many vast parts of the island are overflowing with floods. As a result, The Kelelemi have innovative flood prevention systems and an advanced water management sector which is crucial to the Kelelemi economy.
The CKR's climate is tropical; most of the islands are covered with rainforests.

The Provisional Government was a council formed at the end of the Kelelemi Civil War, created to ensure the peace between the Republic of Sorewi and the Collective Kelelemi Republic after a protracted civil war that devastated the country. Though officially composed of figures appointed by the CKR and the SLU, with certain foreign powers (Akuta, Spyron and the CNN) given only observer status, in practice international forces have had an outsized influence in managing the country in the early years after the war, being responsible for the disarmament of fighters and carrying the nation through its recovery period. The Provisional Government was officially headed by a 26-member assembly composed of 14 voting members and 12 international observers.
Although the international forces were officially only given an observer role, without the right to vote, they have in practice exercised more power than had been officially alloted to them, and were largely responsible for carrying out the law in the years after the conflict. Dysfunction caused by continued grudges between the two governments following wartime hostilities created long periods of gridlock, during which the deployed forces were largely required to impose their own law. In addition to a military presence, they continued to hold onto observational posts after the war, as well as entire cities. Though this status largely held for three decades, international turmoil in the 40s and 50s PC has severely impacted the functional capabilities of the invading forces. The break-up of the Akuta Pact led to Utlia being ousted from the Provisional Government, with its position largely being taken over by Faltir, an ally of Akaria. Internal issues in both nations led to a deterioration of aid being provided to the Provisional Government. In addition, the War in Niueyjar has led to the Niueyjara seat being left vacant. Although the Spyronian hold over Kelelemi remained, distance has largely impeded the amount of resources they have been able to provide (the Spyronian Clans have nonetheless assisted policing at times). As a result, the Provisional Government was by its end largely seen as a vestigial institution. Though it has a constitutional role in the Provisional Republic, its power has effectively been dissolved and carried over to the national governments of the CKR and the SLU, who have both been operating as sovereign nations.
The SLU and the CKR were required to appoint a new member to the Provisional Government every year. After the resolution of the war, representatives on the Provisional Government have served on a staggered basis, with each of the seven representatives for each nations serving 7 years. The CKR made its appointments through a democratic structure, where the nominees of Prime Minister of the Collective Kelelemi Republic had to receive approval from the Parliament of Kelelemi. Due to the coalition-building aspects of the Kelelemi political system, this has usually amounted to nothing more than a rubber stamp. In the SLU, similarly, the revolutionary government gives approval to nominees, though the state lacks democratic mechanisms. As the power of the Provisional Government has progressively deteriorated, the representatives have in practice served as nothing more than ambassadors to each other and the country's international partners. The international observers were allowed to follow their own nomination procedures. In practice this has resulted in lifetime appointments, though representatives have on occasion been withdrawn.

The Collective Kelelemi Republic (also known as the CKR) was a de facto sovereign state that existed within the Provisional Republic of Kelelemi. It claimed heritage from the Collective Kelelemi Republic, which existed prior to the Kelelemi Civil War. As the grip of the central Provisional Government loosened, the CKR gradually took over more power, and became effectively self-governed. The CKR was organized as a parliamentary republic, and its citizens elected the members of the Parliament of Kelelemi based on a proportional system. It was home to a majority Kawakian and Sawaji population. The country followed the borders established at the ceasefire which marked the end of the civil war, dividing the country up into several exclaves.
The country was largely urban, and spanned the coastlines of Ananela and Koraliti Islands, as it has lost large parts of the rural countryside to the Sorewa Liberation Uprising. Wartime policies of ethnic displacement and cleansing have led the Sorewa population to almost entirely abandon the CKR, though a small population continued to have a presence, especially in border towns. Although the Sorewa were legally protected as a minority group, violence and legislation against the group was relatively common. In the years following the war, economic turmoil and a slow rebound period have left the nation's industries ravaged and unable to fully recover. Nowadays, the country mostly maintains trade with Akaria, Faltir and Spyronian international merchants. The country's economy was marked by chronically high unemployment and low-to-medium wages.
The nation was led by the Prime Minister of the Collective Kelelemi Republic, appointed by the Parliament of Kelelemi by majority vote. Following the war, the first elections for Parliament were held in 27 PC. Until 52 PC, the nation had also directly democratically elected the President of the Collective Kelelemi Republic, though the position was abolished after the incumbent, Chadele Weresame, attempted to suspend elections and impose martial law. Since then, the Prime Minister, directly responsible to Parliament, has been the only political figurehead in the nation. Since taking control, the Parliament of Kelelemi had attempted to re-establish the pre-war Collective Kelelemi Republic in practice, re-creating the military, taking control of the national currency and reasserting power over the country, while not alienating international partners.
Since they have been unsuspended in 27 PC, elections in the Collective Kelelemi Republic have exposed a deeply fragmented and polarized national society. The country followed a proportional election system, with no minimum electoral threshold, allowing fringe political parties to be elected into Parliament even with miniscule portions of the popular vote. At the end of its existence, 11 parties sat in Parliament, with most holding less than 10% of seats. This created a practical need for multi-party coalitions to form any government, as it hadn't occurred since 33 PC that a single party was capable of forming a majority on its own. For several decades since the restarting of democratic elections, at least one of three parties have been in every government that has formed: the collectivist National Union, the conservative New Republicans and the nationalist Our Nation party. In 68 PC, all three parties entered into coalition together, and in 72 PC, the three parties were unable to capture a majority of seats for the first time. In recent years, the Sarkist For Our People party sharply rose in the polls, and became the winner of the last election. The introduction of the Sarkists into the government would ultimately lead to rising tensions with the SLU, and the outbreak of the Second Kelelemi Civil War.

The Republic of Sorewi (RiS) was a de facto sovereign state that existed within the Provisional Republic of Kelelemi. It was home to a majority Sorewa population. It was established by the Sorewa Liberation Uprising (also known as the SLU), an armed organization formed in 9 PC to oppose the government of the Collective Kelelemi Republic and to end the oppression of the Sorewa people. Similarly to the CKR, following the peace agreement made at the end of the First Kelelemi Civil War, the SLU was placed under the jurisdiction of the Provisional Republic, though started to effectively self-govern once its power waned. The Republic of Sorewi was officially organized as a democratic republic with a strong presidency, however, the country never held any free and fair elections. The SLU has transitioned to governance during peacetime and has, in effect, been the only legal political party in the country. Following the death of president Rited Teseman, the SLU controlled Sorewa Assembly took control over the country, and has held it until its end. The country formally had dual capitals, one situated in Osogado and the other in Yenakapol.
The Sorewa Assembly was composed of 51 members from the electoral districts of the Republic of Sorewi. Elections were held once every 6 years, however, candidates were not allowed to stand in elections freely, and each nomination had to be approved by the Sorewa Assembly itself. The presidency, a mostly ceremonial role, was nominated by the Assembly, with national elections only held as confirmation of the candidate. Even these election results have been disputed. The SLU has, as a result, been the only legal political party in the country, and almost all members of the Sorewa Assembly (bar a few independents) were part of it. This has mostly led to the country as a whole being referred to as the SLU, as it was during the war.
Following the war, the SLU pursued a large industrial effort in attempts of raising living standards for the population and allowing the RiS to stand on its own, as a means of independence from the CKR. Influential, and ultimately victorious, members of the intellectual elite within the SLU considered the Sorewa's rural livelihoods as not being culturally innate, but rather as imposed by the Kawakian race. In the early years after the war, the Republic of Sorewi has used ties to the Akuta to secure funds for agricultural mechanization and reduction of impoverishment. Following early successes, the SLU pursued a mass industrialization effort, to increase the country's capacity, establish its productive independence from the CKR, and create a stream of revenue through exports via the Halma Commissariat. Otine Guraso, a Sorewa writer living in the CKR, was a large critic of the industrialization campaigns. Writing that "machines that till the earth disturb our graves and sapped their memory, nothing remains," he argued that, in the abandonment of the old lifestyle in favor of factories and cities, the Sorewa emulated their oppressors and contributed to their own cultural erasure. The publishing of his novel, Memories of the Forest, had originally been prohibited within the RiS, though it was eventually unbanned in 49 PC.
The peace agreement signed by the RiS and the CKR established that the equality of races would be respected in both constituent countries of the Provisional Republic of Kelelemi. However, throughout the country's history, the Kawakians never held higher political office, though some Sawaji had become part of the Sorewa Assembly, mostly representing urban seats. Most of the pre-war population of those ethnic groups had been displaced during the war, though a minority remained following the ceasefire. It has also been alleged by the CKR that the Republic of Sorewi intentionally targeted Kawakians with government force, a goal the SLU has denied. The Collective Kelelemi Republic has not shown any strong evidence of its claims.
As the Akuta's interest in the Kelelemi Isles waned, and Utlia left the alliance, the help the SLU would receive from international sources was to be greatly reduced. This would introduce a period of general stagnation, poverty, and inflation, which would last until the country's end in the Second Kelelemi Civil War. With little international interest in Sorewa goods, which are largely seen as inexpensively produced and low quality, finding only some imports in the former Eastern Bloc, the SLU would invest its industrial capacity into expanding and maintaining its military, used to stoke up patriotism at home and to keep up economic activity. This would lead to further deterioration of the domestic economy. The SLU maintained expansive price controls and fuel subsidies, with large parts of the former rainforests being converted into oil drilling sites. However, due to this, very little processed fuel ever left the country, as most had been used by the local population. The SLU was also found to have been receiving military aid from Prefichi, its main international backer.
