Artak's 2nd Dictate was a living dictate issued on 17-3 20 PC granting CNN citizens the right to conduct "unrestricted trade" in Manser and allocated new funding to the Oceanic Council for expanding and improving the city.
Background
Living King Artak Arkara and Svarn Svarndaughter of the Confederated Nations of Niueyjar (CNN) signed the 1st Fort Garikoph Agreement on 17-3 20 PC ending Akaria's involvement in the Eastern Bloc-Niueyjar War and the state of war between the two countries. The CNN agreed to withdraw from Akarian territory, recognised Akarian sovereignty over Paradise Island on Harakar's Rock, recognises waters within two nautical and reducted standard tarrifs for Akarian goods by 50%. Akaria recognised the CNN's sovereignty over Faltir and Amogusolia Island, recognised the CNN's territorial waters as 3 nautical miles off their coast and created a free trade zone in Manser for the CNN. Artak's 2nd Dictate was issued later that day granting CNN citizens the right to conduct "unrestricted trade" in Manser and allocated new funding to the Oceanic Council for expanding and improving the city.
The Living King did not have the authority to create laws ragarding trade in Manser so Artak issued his 2nd Dictate to cover that and to provide monetary incentive to the Oceanic Council.
