Artak's 10th Dictate was a living dictate issued on 11-3 23 PC which established the concept of an Aide to the Spirits.

Background

In early 23 PC the Perat and the Oken got into a dispute over the custody of Dakar Oken who had indirectly killed a member of the Perat and who had led an uprising against the Oken. On 19-2 23 PC Leader of the Perat Eltok Perat formally requested Living King Artak Arkara to intervene in getting the Oken to hand over Dakar to the Perat. On the same day Leader of the Oken Kuzakar Oken formally requested Artak not to intervene in the dispute. Artak sided with neither party directly and instead began "Brown walking" in an attempt to ask the Kings in Brown for advice on what to do regarding the Dakar Dispute. Artak did this without telling anyone with the Living Press first reporting he he had done this on 1-3. Artak awoke from his coma on 10-3. The next day he announced that the Kings in Brown advised him to declare Dakar Oken an "Aide to the Spirits" and to execute him before all the Kadrike leaders and ossbosches of Akaria and lands beyond. Following the announcement Artak issued his 10th Dictate.

Content

Artak's 10th Dictate defined what an Aide to the Spirits was, granted the Living King the right to brand someone an Aide to the Spirits, allowed the Living King to personally execute an Aide to the Spirits if the Council of Akaria was summoned before him and were given sufficient time to arrive and allowed the Living King to summon the Council of Akaria for an execution.

Reactions

In a speech to multiple media agencies the Ossbosche of Saekraim, Tyshok Perat, denounced Artak's 10th Dictate claiming that it "Takes Akaria back to the Absolutist Era, when the Living King could do what he pleased and we had to live with it" and that the Ossbosche Assembly is "slowly destroying itself by supporting these [Artak's] dictates".
