Artak's 6th Dictate was a living dictate issued on 2-11 20 PC which established the Osslette of Essalia.

Background

Akarians in the Eastern Ocean

The Oken-run East Oken Company established a base of operations on an island in the Eastern Ocean on 29-6 16 PC and renamed it to Harakar's Rock at the insistance of Living King, Harakar Oken. The outpost grew into a small Akarian settlement, which was later given the name Johnakar.

The 1st Fort Garikoph Agreement was signed between the Kingdom of Akaria and the Confederated Nations of Niueyjar on 17-3 20 PC. The treaty defined the territory of Akaria and included in that definition the Sarkist-controled Paradise Island.

Unrest among the Perat

After becoming the Leader of the Perat in 15 PC Eltok Perat attempted to restore Arkara-Perat Alliance. Many in the Perat did not like this direction as they were still hostile towards the Arkara for their actions during and prior to the False War. After the election of Living King Artak Arkara in 20 PC, former Scribe to the Living King, Lightning Perat become one of the most vocal opponents to the Arkara-Perat Alliance.

Solution

Artak issued his 6th Dictate on 2-11 20 PC, to solidify their eastern claims and to solve the issue of Lightning.

Content

The dictate established the Osslette of Essalia over Harakar's Rock and Paradise Island. to oversee the aid provided to Okrit. The council was run by a high director appointed by the Living King. It also named Lightning Perat as Ossbosche of Essalia, and put both territories within the Perat Kadrike.

Aftermath

Lightning accepted the appointment and departed for Johnakar shortly after.
