Harakar's 3rd Dictate was issued granting the Living King the power to organise troops outside of Akaria however he wished. Harakar's 4th Dictate was issued giving the Living King the authority to dictate what would be Kadrike Law outside of the Kadrikes.

Harakar's 7th Dictate was issued granting the Living King the right to censor news going through the foreign zones.
