== Military ==
The [[Utlian Military|Utlian military]] is among the most advanced in either archipelago, it is the successor to the [[Royal Utlian Army]] following the dissolution of monarchy after the [[Utlian Civil War]]. it is divided up into 4 branches:

The military is run by a [[High Overseer of the Utlian Military|high overseer]], while not mandatory both high overseers have also been the military advisor in the presidential [[Upper Cabinet]]. The position was chosen by the president prior to the dissolution of the Upper Cabinet in 55 PC.
Elections originally ran every 4 years but in 40 PC it was decided by The Coalition that elections can be called to start by the LC instead of being on a timer.

The Republic of Utlia is a country in the Azzta Sea, in-between the island of eee and the Caseic Federation. Utlia is a member of the Eastern Bloc and is currently ruled by Reto Heyel of Einru and COUR. The nation has become renowned for its medical research and large mountains. Modern Utlia is the result of hundreds of years of mixing after the Unification of Utlia in 1102 TT, where the Eutan and Frish kingdoms were merged into the Kingdom of Utlia, since then the nation has gone through five royal dynasties, two revolutions and seven democratic rulers. In the post-calming world Utlia is known for its advanced technology, rich arts and culture, and diplomatic strength. The nation has historically been a part of Akuta and the Eastern Bloc but has recently joined the House of Light and aligned itself with western powers.

History

Pre-Unification

City-state era

Earliest known settlement of Utlia comes from the Western Forests, now the Utlian Capital Territory, in these forests the first city-state was formed, Tela it prospers as Utlias first true civilization. Not long after, 2 more were formed nearby, Dirn and Lesyhan, these three were all created sometime in 2750 TT. These three were the most important on the island but many smaller, less powerful ones sprouted in the north and south, including Kelna and Unlaunen.

Twin Kingdoms and Unification

The Kelna and Unlaunen city states quickly outgrew the status, annexing and conquering large amounts of territory. The northern group assimilated with the Yeun tribe and became the Eutan Kingdom and the southerners became the Frish Kingdom after merging with the Ueb. The two kingdoms eventually annexed all but the three original western city-states, protected by Tela as part of the Tin-pact . The two kingdoms had a friendly relationship. On 4-7 1102 TT Wynlid Liamia and Shaen eien, the kings of the Eutan Kingdom and the Frish Kingdom respectively, met at a site near the Balmor river and signed a declaration of unification, merging the two into one kingdom, known as Utlia.

Not long after the unification was finalized, Wynlid Liamia began the Azztan Annexations, a holy invasion of the three Tin-pact city states and its people. The annexations led to the extinction of both the Tela people and the Tela faith on Utlia. Following an Utlian victory, the capital of the unified kingdom was officially declared as Tinntean a recently destroyed town south of the Tela capital. The town was renamed Tinlea-Ut and work was started on building into a city worthy of the Utlians.

The Liamia family ruled as Utyr for around 500 years before losing the Succession War to the Aremt family. After the Azztan Restoration however, the Liamias came back into power as part of their second dynasty.

Yyme and Hia

Since Utlian unification in 1102 TT Utlia had been ruled by the Utyr, the title of holy monarch. The last Utyr of Utlia Ywylin, was overthrown by the RGOU, a revolutionary group led by Yyme Braia and Votan, on 12-6 6 TT. This is considered the start of the modern era by historians and the republican government. The RGOU became the Utlian National Defense and Yyme became the first Utlian president, with Votan as Lieutenant President. The Yyme upper cabinet at time time was largely composed of former RGOU members and soldiers the president trusted.

Utlia joined the Eastern Bloc as a founding member on 23-1 5 PC through the 1st Agreement Agreement.

On 7-12-16 PC Yyme Braia fell ill and died to Common Mor-Virus. After a lengthy deliberation by the Utlian Nomination Committee, Hia El was chosen as his replacement.

Democratic transition and struggle

in 24 PC the nation held its first federal democratic election with Ire Liamia, representing the UBP beating Vyma Arnea of the TPU with 55% of the percent.

in 25 PC, as a response to a suspected terror attack by the YDF in Ronatana, Ire Liamia declared war on the YDF after speaking with the Upper Cabinet

On 5-3 25 PC Ire Liamia passed a bill giving the Merriyem citizens of Utlia equal rights and the ability to run in politics, in response the opposition faction of Utlia in the Lower Cabinet, the TPU introduced a bill to force Ire Liamia and all his Upper Cabinet members to resign from both their positions and public appearances. The bill was signed by all 14 TPU members and 10 UBP members of the LC. Ire Liamia and the Upper Cabinet refused the bill, despite the majority of LC approval, in retribution the signatories sent Ire and other prominent members of the UC pamphlets detailing what TPU Lower Cabinet leader Byrn Lowsieyyme considers the crimes of the UBP, mainly the equal rights of Merriyem Utlians. Byrn was then fired from her position in late 25 PC for threatening lives with her pamphlets. After Byrns removal, members of the TPU walked out of the lower cabinet during a session in protest. Members who did not join the walkout then arranged a meeting with President Liamia where they proposed the splitting of the TPU into different factions, to allow for a more specific ideological party. The UAG was then formed by the group after they were allowed a faction formation grant.

Treaty of Liaia

Following the Nongba Civil War, which Utlia had been apart of with fellow Akuta Pact members Akaria and Faltir, the country signed the treaty of Liaia in 29 PC, ending the conflict. As part of the treaty the Republic of Utlia gained a puppet state called Liaia in south nongba.

32 PC Election

During the 32 PC election Ire Liamia was kicked from the UBP due to his "un-charismatic attitude" he was replaced by Swyl Shote, who along with Sern Bes formed The Coalition of the UBP and UAG, a merger of 2 parties. The UBP-UAG coalition won the election with 58% of the vote.

40 PC Power consolidation

on X-X-40 PC Sern Bes gave an announcement to the Lower Cabinet and press where he started by saying the system of political factions that Utlias elections had ran off was inefficient and just led to infighting, his solution was to simply fold all other parties into the Coalition of Utlian Radicals. His entire speech lasted less than 3 minutes.

Provisional Government

In 42 PC President Swyl Shote was killed by Ramchoi Banokan during a meeting meant to resolve a dispute over the Oken manor in Utlia. Due to Swyls' firing of Sern Bes he was without a LT President, in Utlian law this meant the nation would be governed by a provisional government made up of important groups that will decide the successor. On 12-1 43 PC the groups voted for a leader, Ire Liamia won the election by 1 vote on behalf of the Central Bank of Tinlea.

Changing allegiances

In 49 PC Utlia became a part of the House of Light alliance, the main enemy of Akuta, this was a controversial decision both in mainland Utlia and abroad. In 51 PC the HoL became a part of a large scale war against Niueyjar over the oppression of the Dvergur. In the same year, Ire Liamia fell during a recreational trip and was paralyzed from the waist down, this lead to him resigning and calling snap elections. Wlykalt Syenter won the election with 50% of the vote, the other primary candidate being Areen Leshen, who got 48% of the vote. Wlykalt chose Crymia Myrn as his Lt. President and the two were officially inaugurated on x-x 52 PC.

Utlian culture is heavily based off food, more specifically crustaceans like crab or lobster. In Utlia, many holidays base around feasting and gift giving to family and friends. Fishing and Ranching have been important parts of both economy and recreation in Utlian history.

Sport

Cyals

Cyals is a ball based sport, it is the most popular sport in Utlia, originating from the Eutan kingdom. In Cyals two teams compete to see who can kick a ball into a net, points are awarded based on distance from net when kicking. It is organized on a national level with the government owned CieLeague, which is the highest level of Cyals play there are 15 Cie clubs, 12 on mainland Utlia, 1 in Liaia and 2 in Brenjia.

Peserl

Peserl is the second most popular sport in Utlia, it is a form of competitive ice-fishing.

Visual Art

In Utlia, visual arts have been categorized by chronological era, there are 4 eras, centered around the time since Utlian unification. In order they are Pre-Unification, Early Unification, Late Unification and Post-Unification. The most renowned artists in Utlia come from the Early Unification period, with Lyremen Shote sparking an artistic renaissance with his impressionistic and often abstract works.

Music

Music in Utlia takes many forms, historically ensembles of string instruments were the prominent form of music on the island. After the advent of radio genres like Mrael began to gain attention for their fusion of experimental and electronic elements with melody. In the 20s PC many Keo communities centered around genres of music began to pop up, Yetkeo and Ideokeo being among the more notable; Ideokeo and its idol music inspired by Arke is presently the most popular or second most popular genre in mainland Utlia, depending on the study.

Cuisine

Traditional Utlian food often consists of crustaceans and fruit, both found near the shores. Further inland food becomes more centered around meat and grain. Common foods include Mor-Crab, Grylbo, Myloe fruit and seasoned bread. Other popular foods include Brenya meat, vegetables such as Hera or Lawrp. Utlia has a large alcohol industry, the most popular type being Eiyye, a kind of alcohol brewed from the sap of Eiy trees, it is the national drink of Utlia. The island also has a rich history of baked goods, primarily pastries such as Shenrets.

Religion

Utlias main religion, Azztanism is based around the god Azzta, an ancient cosmic being that takes the form of a massive Mor-Crab. He was discovered in the Maaryn cave by Vyren Kiyrn, the first prophet. Believers in Azztanism believe that the god Azzta chose Utlia as his sacred island. Azztanism is managed and governed by the Azz'marin, a state controlled organization.

While a minority, other religions do exist in Utlia, most notably the Merriyem. The Merriyem are a group living in the eastern mountains of Mountange who believe that there are deities for all natural things. Merriyems were originally allowed to practice their religion in Mountange due to their worship of idols in their religion, a major shared trait with both branches of Azztanism.

Ethnicity

The census of Utlia is conducted every 15 years and divides the nation into 2 major sections, mainland Utlia and overseas Utlia. While the majority of Utlian citizens are one of the two native ethnicity to Utlia, Utlians and Merriyem, there are many immigrants in both mainland and overseas Utlia. The most prominent immigrants to Utlia have been the Akarians, who have been immigrating since the Agreement Agreement in 5 PC and the Caseans who have been granted full citizenship since the incorporation of Brenjia into a province. A major group in overseas Utlia is Deysachino, who began to immigrate in 44 PC under an agreement made between the two countries' governments. Other minor groups include Eeeans and Tieterans.

Religion

The majority of Utlians and Merriyem, both in mainland and overseas Utlia, are registered Azztanists.

Climate regions of Utlia

Utlia is a cold, mountain-heavy land with dense forests in the majority of the island but some plains in the north section.

Topography

Inland central Utlia is known for its steep mountains and dense forests, along with a generally sparse population. This area is mostly contained within the province of Mountange. Along the west coast is cold beaches, mixed broadleaf forests and further inland is the capital of Utlia, Tinlea-Ut and its urban area are situated in-between and over a series of large estuaries. The majority of southern Utlia is a mix of steep hills and broadleaf forests, the cities Arzyt-Ut and Unlaunen-Ut being the biggest in the province. Northern Utlia is the flattest part of the island, with most of the province of North Utlia being farmland and ranches.

Provinces

North Utlia, the northmost province is where a majority of farming and ranching happens on Utlia. North Utlia also houses Kelna-Ut a major city in the north. Wynlia is the oldest province in Utlia and features the north edge of the Mount Utlia range. Western Wynlia is also where Balmor-Ut, a historic city stands. Southwest of Wynlia is The Capital Region, the youngest and smallest province in Utlia. The capital region is mainly the urban area around Tinlea-Ut. East is Mountange with the largest city in Utlia, Orena-Ut. West of Mountange is Direnomut, the least populated province with no major city. Finally is Azznin (formerly south utlia), a region full of lakes,rivers and religious sites as well as Unlaunen-Ut.

East Ocean Territory

After the discovery of the East Ocean archipelago, Utlia sent ships to begin colonizing islands in the region, this land became known as the Utlian East Ocean Territory, which was officially incorporated into the republics provinces in 3-5 25 PC.

Liaia

Following the Treaty of Liaia that ended the Nongban Civil War, Utlia was granted suzerainty over a small city-state, Liaia, which became the first Seryn province in Utlia.

Brenjia

Following the battle of brenjia in 26 PC, the Casean state became a protectorate of Utlia. In 42 PC the country had a referendum around the future of the nation, the majority of the nation voted to become a province of Utlia, the decision was ratified and it became a province, governed by Prias Jerifram-Aca.

Wildlife

Utlia has a diverse range of wildlife with birds being the most abundant. The north shores of the island have the highest density of grylbos, a large tusked mammal with long whiskers native to the snowy coasts of Mountange province. The grylbos are considered sacred food by both Azztans and Merriyem members. The island is also home to bovine-esque creatures called Brenya. The Sea of Azzta north of the mainland is home to Strides, large prawns capable of violence. In the central forests of Mountange and the Capital Region, Urlas and Cerase are common sights in rural areas.

Civilian transit

Ut-rail intercity network

Rail is the primary mode of transit within Utlia, with government agency Ut-rail operating the intercity train network. Generally all rail on the island is owned by the government, the difference being what level of government, inter-provincial rail is operated by the provincial government and municipal rail is operated by the municipality.

Ports and shipping

The port of Balmor-Ut is the largest importing center on the island of Utlia, with most foreign goods passing through it, Unlaunen-Ut has a major center for exporting goods but itself is not connected to the coastal port of azznin, just south west of the city center.

Government

Utlia is a Democratic Republic, where citizens elect both local and federal leaders, including Maasyl members and provincial heads.

The Federal (upper) Cabinet is a group of people personally appointed by the president who represent sectors of the government such as the military, agriculture or education.

Utlia at one point had many Political Parties before 40 PC, when Sern Bes dissolved all non-COUR members/parties into COUR.

The current president is Ire Liamia with Lt. President Lodwyn Elsteay.

Elections originally ran every 4 years but in 40 PC it was decided by COUR that elections are to be ran every 10 years instead.

Provincial government

Provincial governments run and manage the Civil Militia of their respective province. All provinces except the East Ocean also contain a Yymaasyl for lawmaking.

City governance

Cities themselves mirror the Upper and Lower Cabinet system of federal Utlia, with a Uerseer and Sumaasyl ruling over larger cities, classified under the Population Index ran by the Bureau of Demography.

Economy

Utlias economy is heavily based around medicine and coal, the main producer of animal products being Kelna-Ut and the main producer of fishing goods is Balmore-Ut. Coal is the most dominant export in the Utlian economy, the majority of which comes out of the mines of Mountange.

Medicine

Utlia has a high concentration of medical workers and researchers, making it one of the major pillars of the Utlian economy. The high amounts of research make medicine much more advanced and funded than other major systems like military or public works.
